Need help designing weapon stats for a DnD campaign?

Basically the players are supposed to find several powerful weapons throughout the campaign, I don’t have access to the Weapons of Legacy supplement and would like some suggestions on how to make an artefact that the players will have to learn more about to use properly, beyond “utter generic magic word and sword bursts into flames” I’m planning for four such weapons each tied to a different element, the whole earth, fire, water, air, deal. Any suggestions, thoughts, ideas, etc would be welcomed and appreciated.

    The DMG should have a section on making weapons that will give you some ideas. You can take a page from online roleplaying games and have the abilities be based on level–your player becomes “stronger” (goes up a level) and suddenly in the middle of combat something cool and totally unexpected happens. This is especially good for priests. Intelligent and possessed weapons are also a lot of fun, especially in this case since they can be possessed by elemental spirits and the characters have to decide whether or not it’s moral to use a weapon with a sentient being trapped inside.
