How do I fairly and effectively compensate an independant salesperson?

I recently started a small web design & development that caters to a very specific blue-collar industry niche. One thing I am considering doing is bringing onboard an independant sales rep to drive sales, since like many tech gurus, I’m more comfortable with programming than I am selling. Since the salesperson would be independant, they would be compensated via comission only.
The upfront web design package will be priced at around $3,100, with an additional montly fee of about $300. The monthly fee pays both for hosting, site maintaince, and an Internet marketing and advertising campaign. These are largely cookie-cutter sites designed using highly refined templates. This ought to reduce the sales cycle a bit (and hopefully make them easier to sell?) What percentage of each sale should I offer the sales rep? So I or shouldn’t I offer him/her a percentage of the monthly fees as well? If so, how long do I continue to pay the rep a cut of that monthly fee? Thanks!
What department buys are approves the use of viral ads or interactive campaigns for consumer brands?

I am talking about interactive viral web sites for consumer brands, web games, web apps, etc. I am interested in being involved with this type of marketing campaign though I would like to stay on the corporate or client side of marketing. So, I am wondering what type of position I need to go after in order to commision this type of creative and work on such high visibility integrated marketing campaigns.

In the stone ages, it was newspapers, or in technical/trade journals. Sometimes at the Unemployment office. College Career Advisement Offices tended to be good resources, too. Then Monster.com became a big deal. During the Bubble, recruiters were really popular – now only used for CEOs. Craigslist also had gained prominence among certain localities. Colleges have enhanced their alumni association networks, but mostly re-post stuff from commerically-available websites?
Many actively recruit from their homepage and announce this during their corporate branding campaigns on TV/Radio/Web ads.
What is the best site today for jobs that are high-paying finance/marketing/administration/sales/IT?
